Nitrate levels in flower should be even lower 30-ish or less ppm.
This is also where you'll want to raise your K & P; Potassium and Phosphate. There's many way to adjust these levels, test.
NO3 or Nitrates are the usable nitrogen or "N", in the nutrients that plants need. You'll probably get nitrogen nutrient burn as time goes on.
Your current levels in your tank mean your talk is fully cycled; its good news.
Keep rechecking your nitrate level, weekly, and cut back on your fish...
Its hard to say, in a small tank. I don't take measurements by fish count. Get yourself a freshwater "Masters Test Kit" for ammonia, nitrites, and nitrates. Buy it in any frish supply store for about $20.

(NO2)Nitrites: 0.0ppm
(NO3)Nitrates: 20-50ppm
I use town tap water (>8.0pH). My system is greater than 1300gals, and I top it off daily with about 5-10gals because uptake and evaporation.
